Blaming the victim - Can children's provocative outfits be the genesis of sexual Abuse?

There was a recent uproar on social media against a verdict passed by a judge in Iceland.
Reason - the rapist of a minor was acquitted because his lawyer was able to justify his actions. The lawyer persisted the minor was asking to be raped because she wore a thong instead of full panties under her dress.
Ironically, the defendant of the rapist was a female lawyer; thus the uproar.
One of the men on a television show in Nigeria discussing the causes of Children Sexual Abuse, argued it was the provocative outfits they wore that provoked the men into sexually assaulting them.
So, according to the man, its the children's fault and not the men’s depraved mental health.
A quick thought - How do young male children who are also sexually assaulted fit into this ideology?
I’ll just go with what my friend said, as we are of one mind.
A child’s outfit should never be provocative to a mature man who has all his mental thinking faculties straight. If a man notices such stirrings in his loins over a minor due to her purported provocative outfit, he needs to visit the psychiatrist because that’s the awakening of deranged pervert issues.
And I speak of both genders here; because the male child is not left out.
